In Uzbekistan, strict measures are being taken against citizens who engage in cruelty to animals. According to the press service of the Supreme Court, since the beginning of this year dozens of such violations have been recorded, with some citizens fined and others sentenced to administrative arrest.
According to official data, during January–June 2025, 34 individuals were held accountable for cruelty to animals. Of these, 32 were fined and 2 were sentenced to arrest.
At the same time, over the past four years — from 2020 to 2024 — a total of 397 people were prosecuted under this article. Among them, 363 were fined, while 34 received administrative arrest.
Officials note that Article 111 of the Code of Administrative Responsibility provides for significant fines for cruelty to animals. Depending on the severity of the offense, the fine may range from 3 to 5 times the base calculated value (from 1.23 million to 2.6 million soums).
If the offense is repeated within one year after an administrative penalty, or if it involves a minor, or results in the death or injury of an animal, the punishment becomes more severe. In this case, citizens may be fined from 5 to 10 times the base calculated value (from 2.06 million to 4.12 million soums) or sentenced to up to 15 days of arrest.
The public supports these measures and stresses that cruelty to animals must not be tolerated under any circumstances. Experts also believe that such punishments strengthen the sense of responsibility in people and help create a culture of compassion and humanity toward animals in society.
