
In Uzbekistan, the system of criminal liability for minors has been further relaxed. This was reported by official sources with reference to the law “On Further Liberalization of Criminal Liability for Minors,” adopted on October 23.
According to the new amendments, persons who committed a crime before reaching the age of 18 and have fully served their sentence are now considered to have no criminal record. This provision is intended to prevent stigmatizing the future of young offenders and to give them a chance to reintegrate into society.
However, this rule does not apply to those who have committed serious or especially grave crimes, nor to those who commit another crime after serving their sentence.
Additionally, the minimum term of restriction or deprivation of liberty for minors has been reduced from six months to one month.
For reference: this law was adopted by the Legislative Chamber on July 4, 2023, and approved by the Senate on August 1, 2025.
Experts note that these changes are aimed at helping rehabilitated minors return to normal life and giving them a second chance.
