
In Uzbekistan, a new law (O'RQ-1098, November 27, 2025) introduced significant amendments and additions to a number of existing documents. One of the main innovations was the introduction of a new article into the Criminal Code concerning the illegal circulation of electronic cigarettes and nicotine-containing tobacco products.
According to the new requirement, liability will be sharply increased if the manufacture, sale, storage, transportation, import, or export of nicotine products - electronic cigarettes, vapes, special liquids, or other electronic nicotine delivery devices, the circulation of which is prohibited on the territory of the country, is committed in a "significant amount," or if this is repeated after the application of an administrative penalty.
In accordance with the law, the following penalties have been established for such violations:
- A fine from 300 to 500 times the base calculation amount;
- correctional labor for up to 2 or 3 years;
- Restriction of freedom from 3 to 5 years;
- Imprisonment from 3 to 5 years.
However, the law, considering the interests of society, also introduced a motivational norm: if the offender admits the committed act, voluntarily appeals to law enforcement agencies, and delivers prohibited products, the person is released from criminal liability. This will encourage illegal market participants to voluntarily return to the market.
At the same time, amendments were made to the Law "On Limiting the Distribution and Consumption of Alcohol and Tobacco Products," which strictly prohibit the circulation of electronic cigarettes and liquids intended for them.
The adopted amendments are aimed at protecting the health of young people, limiting the spread of harmful habits, and reducing the illegal market for electronic tobacco products. Officials believe this step will be an important turning point in protecting the health of future generations.
