
In accordance with the Presidential Decree, the "Elimination of Bureaucracy – 2030" program, aimed at the full digitalization of state bodies and increasing the effectiveness of their activities, will be implemented starting January 1, 2026. The main goal of the Program is to form a modern, open, and humane system that is "interested in results, not paperwork," by simplifying public services, reducing excessive formalities, and minimizing the risk of corruption.
Primary Goal: Benefit for the Population and Business
The Decree defined a number of important tasks for the Program. Among them are: fundamentally improving the quality of life of the population through fast and convenient access to public services, supporting business, and increasing the country's attractiveness for foreign investment. Key objectives also include forming a positive image of Uzbekistan in the field of digital governance and eliminating excessive bureaucratic procedures.
Zero Bureaucracy and the Special Center
To coordinate the implementation of the Program, a Special Project Center will be established under the Agency for Strategic Development and Reforms. This center will be responsible for implementing the Program with international partners, developing a "roadmap," and submitting information on annual results to the President. The entire process, including reviewing proposals for reducing bureaucracy and assessing effectiveness, will be carried out through the digital platform called Zero Bureaucracy.
Strict Control and Personal Accountability
The Decree stipulated that the first leaders of state organizations bear personal responsibility for the timely and effective implementation of the measures. The Agency was tasked, within one month, to establish the operations of the project office and develop regulations for the annual National Award competition for "Elimination of Bureaucracy." Overall coordination and control over the execution of the Program were entrusted to the President's Advisor, Sardor Umurzakov.
