
From December 10, 2025, new rules for the sale of medicines came into force in the city of Tashkent and a number of other regions. According to the new regulation, about 13 thousand medicines can now be obtained only by a doctor's prescription. This list also included antibiotics, hormonal and psychotropic drugs, and medical alcohol.
Within the framework of the ongoing reforms in the sphere, the digital information system "Electronic Prescription" - DMED is being introduced. According to Cabinet of Ministers Resolution No. 570, the system will be piloted in Tashkent and 15 cities and districts of the country from December 10, 2025. By the end of 2026, all hospitals and pharmacies will be fully connected, and from January 2027, they will be in general operation.
Now all medical and pharmaceutical institutions operate through the DMED platform. Until the platform is fully operational, the existing electronic healthcare system will remain operational.
Medicines prescribed by doctors will be processed digitally and integrated into the "Electronic Prescription" module. Preparations are designated by international names - except for potent, psychotropic substances, and medications included in the reimbursement program.
The process of obtaining an electronic prescription is as follows:
1. The patient undergoes a doctor's appointment, and the direction of treatment is determined.
2. All information is entered into the electronic medical card.
3. The doctor draws up a prescription using a QR code and an electronic signature.
4. The patient contacts the pharmacy, the pharmacist checks the prescription, gives the medicine, and enters the information into the system.
5. If necessary, a prescription in paper form may also be provided.
The electronic prescription will contain everything from the doctor's information to the patient's PINFL number, diagnosis, name of the medication, and the procedure for its administration.
Only medicines registered in Uzbekistan will be issued through the system. Pharmacists will enter the series and timing of the medicine into the system, and doctors will have the opportunity to monitor it online.
Electronic prescriptions are not issued without medical indications or for medications not registered in the country. Anesthesia products are also not dispensed electronically.
Control is carried out by the Ministry of Health and territorial departments, and processes in pharmacies are monitored through the Center for Pharmaceutical Safety. It is planned that the system for accounting for potent drugs will be fully developed by January 1, 2027.
As of December 9, 2025, 12,817 medicines are registered in the country, and all of them are dispensed by electronic prescription. In addition to antibiotics, hormonal and psychotropic substances, the list also includes popular medicines such as analgin, diclofenac, ascorbic acid, 70% ethyl alcohol, and lidocaine.
According to the Ministry of Health, the new system will reduce illegal prescriptions, limit the excessive use of medicines, and ensure the transparency of the pharmaceutical market. Opportunities to detect smuggling and illegal drugs will also be expanded.
