Uzbekistan to sharply raise fines for violating pyrotechnics rules

Uzbekistan is significantly increasing fines for the illegal use of pyrotechnic products. Under the current rules, such an offense is punishable by a fine ranging from 2.4 million to 7 million soums. However, once the newly adopted law takes effect, the minimum fine will rise to 7.1 million soums, and the maximum will reach 11.8 million soums.
On January 13, the President of Uzbekistan signed the law “On the Circulation of Pyrotechnic Products.” Under the document, individuals who use pyrotechnics unlawfully will face an administrative fine along with confiscation of the item involved in the offense. Most importantly, the new rules set the fine at 15 to 25 times the BHM. Previously, it ranged from 5 to 20 times the BHM.
The new law classifies pyrotechnic products into four classes based on their hazard level. The key question is: “What is allowed and what is banned?”
According to the law, Class I (low-hazard) pyrotechnic items are permitted. That means individuals and legal entities may manufacture, produce, import into Uzbekistan, transport, transfer, purchase, store, and use light items such as sparklers, party poppers, and small cake fountains.
However, pyrotechnic products in hazard Classes II–V are strictly prohibited. This means requirements for high-risk products such as “powerful fireworks” and “large explosive pyrotechnics” will become even tougher.
It is noted that this law will take effect on April 14, 2026. In other words, the new fines and procedures will start being applied in three months.
The conclusion is simple: when it comes to pyrotechnics, “I’ll just try it once” can now be very expensive. Stay within the permitted Class I—no problem; go beyond it—expect both confiscation and a hefty fine.
