New regulations for electronic receipts and labeling being prepared

A new draft government resolution aimed at further improving the accounting system in the trade and services sector has been developed in Uzbekistan. The document provides for a number of changes regarding electronic receipts, prescription drugs, digital labeling, and tax administration.
According to the draft, in the future, when selling prescription drugs, the electronic prescription number may be required to be reflected on the cash register receipt. This procedure is expected to make the sales process in pharmacies more transparent, control the turnover of prescription drugs, and ensure consumer safety.
Such a change is especially important for strengthening accounting discipline in the sale of medicines, as prescription drugs must be sold under controlled conditions. Displaying the electronic prescription number on the receipt allows for precise recording of every transaction.
The document also contains another important aspect regarding the tax sector. It is established that the procedure for accelerated refund of the negative VAT amount will be applied only to companies included in the list of large taxpayers approved by a Presidential decree. This is intended to clarify the mechanism and ensure its targeted application.
The draft also reviews norms regarding digital labeling and the turnover of counterfeit products. It has been proposed to repeal the provision providing for criminal liability for importing, producing, and selling counterfeit digitally labeled and counterfeit products.
Discussions around this clause are natural, as the fight against counterfeit products is an important issue in terms of protecting consumer rights, ensuring fair competition in the market, and strengthening state control. Therefore, the final form of this provision will be of great importance.
The government emphasizes that the proposed measures are aimed at reducing the shadow economy. At the same time, the goal is to widely introduce modern information technologies into the trade and services sector, improve the cash register system, and make accounting processes more transparent.
Today, the digitalization process in the trade sector is accelerating. Mechanisms such as electronic receipts, online cash registers, digital labeling, and electronic prescriptions allow for more accurate tracking of market movements. This can create a unified and understandable system for both entrepreneurs and state bodies.
However, it is important that any new procedure is implemented in a practical and convenient way. Excessive bureaucracy should not be created for entrepreneurs, pharmacies and service points must be technically prepared, and the public should easily understand the new system. Otherwise, a good idea may look good on paper but be difficult in practice.
