Electric scooters do not require a driver’s license — RSSD

The Road Safety Service commented on reports circulating on social media: a driver’s license is not required for electric scooters and similar individual transport vehicles.
According to the Cabinet of Ministers’ resolution of March 30, 2026, a category A1 driver’s license is mandatory for mopeds, scooters, and small motorized vehicles. However, the resolution specifically excludes individual mobility devices.
According to traffic rules, vehicles powered by an engine, with one or more wheels, and intended for personal use fall into the category of individual mobility devices. This includes electric scooters, electric skateboards, segways, and unicycles.
Therefore, a driver’s license is not required to operate such transport, but traffic rules must be followed. In particular, electric scooters and other personal transport vehicles should use bike lanes or, if unavailable, the edge of the road.
