On February 21, the United States submitted to Ukraine a new version of the draft agreement on mineral resources, some of which have been tightened compared to the previous version. The New York Times reported this.
The document stipulates that Ukraine will give up half of the income from natural resources, including minerals, gas and oil, as well as ports and other infrastructure, in favor of the United States.
The same requirement was present in the previous version of February 14. The new version states that the proceeds will be directed to a fund that belongs 100 percent to the United States. Ukraine must contribute to this fund until its volume reaches $ 500 billion.
It is noted that the contributions of the parties to the fund will be divided in the following proportion: the Ukrainian side will contribute two-thirds of the future income, and the American side will contribute the third part provided in the form of weapons. Ukraine proposes to reconsider the size of the fund and sign an agreement on the use of its funds only for investments in the country.
The previous version did not mention $ 500 billion. US President Donald Trump estimated Kiev's obligations to Washington at this amount. It is not clear whether this refers to military and financial assistance provided by the US or future assistance.
The new draft also includes a clause on income from territories controlled by Russia. If Ukraine manages to return them, it will have to share the proceeds. The share of income from these lands in the fund is expected to be 66 percent. The document also states that the United States may reinvest some of the proceeds in Ukraine's post-war reconstruction.
The agreement does not specify what security guarantees the United States is prepared to provide to Ukraine. This point was not even in the first version of the draft.
