Europe and Ukraine presented the US with a plan to end the war

According to The Wall Street Journal (WSJ), citing its sources, European states and Ukrainian officials presented to representatives of the US government their proposals and a roadmap aimed at ending the armed conflict between Russia and Ukraine.

According to the information, Kyiv and several European countries recommended that the parties to the conflict first implement a ceasefire before taking any additional measures. The allies also emphasized that any territorial exchanges should take place solely on a reciprocal basis. That is, if Ukraine is forced to withdraw from certain territories, Russia must also withdraw from others under its control.

Under the terms of the plan, if Kyiv agrees to any territorial concessions or compromises, Ukraine will receive firm security guarantees. Among these guarantees is the possibility of the country joining NATO.

Assistants to European leaders presented the plan to the American side on August 9 during negotiations held in the United Kingdom. The negotiations were attended in person by US Vice President James Vance, via video link by Secretary of State Marco Rubio, and also by the President’s special envoys Keith Kellogg and Steven Witkoff.

According to WSJ, representatives of Europe and Ukraine in this document outlined “red lines” that should be taken into account during possible negotiations with Russia. European representatives emphasized that Ukraine’s future should not be discussed without Ukraine’s participation. They also stated that any agreement between Russia and the US without the participation of European states may lose its significance. This was reported to the newspaper by a high-ranking European official.

Earlier, it was reported that the US-developed plan to stop the Russia–Ukraine war had also been conveyed to Russian President Vladimir Putin. According to WSJ, Putin demanded the complete transfer of Donetsk region to Russian control. After that, Russia proposed to “freeze” the front line in the Zaporizhzhia and Kherson regions, which it had previously annexed.

At the same time, Ukrainian President Volodymyr Zelensky, on August 9, firmly stated that the country “does not intend to gift its territories” to Russia. According to him, Ukraine will never hand over its land to the invader.
