Import of Pedigree Cattle Exempted from VAT

An important decision has been adopted in Uzbekistan aimed at taking the livestock sector to a new level, increasing productivity, and developing the industry based on modern management systems. In accordance with the President's decree "On measures to develop the livestock sector and pasture farming based on modern management systems and new approaches," a number of new benefits and tasks have been defined for the sector.
According to the decree, specific target indicators for the development of the livestock sector in 2026–2028 have been set. Accordingly, it is planned to increase the level of industrial processing of meat and dairy products to 50 percent. This will allow for more high-quality, processed, and value-added products to be brought to the market.
Another important goal is to increase livestock productivity by raising the share of pedigree cattle to 90 percent. Simply put, the main focus in the sector will now shift from merely increasing the number of animals to improving their quality, breed, and productivity. This is beneficial for both farmers and the population: milk production will increase, meat quality will improve, and income will become more stable.
The decree also pays special attention to strengthening the feed base. Starting from the 2027 harvest, it will be permitted to plant forage crops on 50 percent of the land areas planned for cotton and grain cultivation. This will serve to reduce fodder shortages for livestock, lower production costs, and strengthen the independent feed supply of farms.
Additionally, from July 1, 2026, to January 1, 2030, a subsidy system will be launched for pedigree calves obtained from identified cows in household plots. If the calf is obtained through artificial insemination, a subsidy of 500,000 UZS per head will be provided, and 700,000 UZS if obtained through embryo transfer.
This innovation is especially important for household farms. Because in rural areas, many families earn income by raising cows. The subsidy for pedigree calves encourages them to focus on quality breeds, use modern methods, and develop livestock farming not just as a simple livelihood, but as a small business.
One of the biggest benefits relates to the import of pedigree livestock from abroad. From June 1, 2026, to January 1, 2029, the import of pedigree cattle, sheep, and goats into the territory of Uzbekistan will be exempt from value-added tax (VAT). This is a major relief for entrepreneurs and farmers, reducing import costs.
Through such benefits, the goal is to increase high-yielding breeds in the country, modernize local livestock farming, and increase the volume of high-quality meat and dairy products in the market. If the system works correctly, significant changes in the livestock sector can be expected in the coming years.
In short, the new decree aims to shift from the old view of "more animals — more income" in livestock farming to the principle of "quality breed — high productivity." This means opportunities for farmers working in the sector and quality products and stable supply for the population. The direction is right: now the main thing is that the benefits reach the farmers not just on paper, but in practice.
