Protection of privacy is at risk: cases have increased by 40 percent
In recent years, cases of violation of privacy have been increasing significantly in Uzbekistan. According to data provided by the Ministry of Justice, over the past three years, crimes related to the disclosure of personal data and interference with private life have increased by almost 40 percent.

According to Hayot Kilichev, head of the ministry's press service, this problem is becoming more urgent not only due to the increase in criminal cases, but also due to the increase in the number of administrative offenses. According to exact figures, over the past three years, the number of administrative cases related to the unauthorized use of personal data has increased by 2.5 times.

From a legal point of view, the personal consent of any person is required for the use of photos and video images of that person. If the person in the image is under 16 years of age, then the consent of his parents or legal representatives is required. This requirement is aimed at ensuring the inviolability of citizens' privacy and protecting them from various unpleasant situations.

However, there are some exceptions in which the use of images is permitted even without the consent of the person. These include:
  • If an official search has been announced for the person;
  • If the image was taken in public places or at public events;
  • For the purpose of informing the public about an administrative offense or crime;
  • If the image was published by the person himself on the Internet or other open sources;
  • If it was taken through video surveillance systems in order to ensure public safety and control order.

Another important change in the legislation is that it is clearly stated that civil servants can be photographed without their consent. This is an important step in ensuring public control, increasing transparency, and ensuring the openness of public services.

Also, special attention is paid to issues related to the dignity and personal integrity of citizens in society. For example, it is strictly forbidden to install video surveillance devices in private areas where people are partially or completely naked - for example, in a dressing room, shower room, hospital ward.

The Ministry of Justice has set as a priority the task of strengthening propaganda work in this regard, increasing legal awareness and culture among citizens, ensuring the inviolability of privacy.

Today, every citizen must be responsible for their image and personal data, especially not to allow carelessness on social networks. Because any image posted on the Internet is related to the personal life of its owner, and its use must have an appropriate legal basis.
