In recent months, the Sea Breeze project has been at the center of public discussion, and, according to representatives of the environmental sector, a special decision by the government is expected soon. Rasul Kusherbayev, adviser to the Minister of Ecology, stated that all concerns and suggestions raised by activists regarding the project have been thoroughly reviewed, and a number of strict conditions have been set for the company.

It was especially emphasized that large projects being implemented around the Charvak Reservoir—the main source of drinking water for Tashkent city—have raised significant ecological concerns. One of the main requirements is that absolutely no water is allowed to be discharged into Charvak or the Chirchik River. The investor must establish a system in which all water used is treated and fully reused. All expenses for this process are to be covered solely by the company.

Officials highlight that the upcoming government resolution will state clearly: if even a single drop of water enters Charvak, the project’s operations will be immediately halted, the investment contract annulled. In other words, water safety and ecological stability are considered the highest priorities.

The General Prosecutor’s Office will strictly control compliance with all urban planning and ecological requirements in the resort area. The Cabinet of Ministers and the General Prosecutor’s Office are fully responsible for ensuring transparency and legality at all stages—from the initial project design to the commissioning of facilities.

This new decision is noteworthy in that it aims to protect public interests, ensure ecological safety, and guarantee transparency of all processes at every stage of the project. The public is now closely monitoring how this process will continue.
