In the city of Saryagash, a 39-year-old Uzbek man brutally killed a retired woman with an axe. The incident took place in the village of Zhibek Zholy in May 2023.
According to court documents, the accused first tied up the victim and struck her several times with an axe. After the woman lost consciousness, he slit her throat. Subsequently, her hands and genitalia were severed. The actions were prosecuted under the “murder” statute.
A forensic medical examination concluded that the victim’s death resulted from traumatic and hemorrhagic shock caused by injuries to the neck and other vital organs. The trachea, esophagus, first cervical vertebra, spinal cord, and major blood vessels were damaged. Decapitation was also confirmed.
The accused fully admitted his guilt. However, a psychiatric evaluation revealed he suffers from chronic mental illness — paranoid schizophrenia, and has been under medical supervision for more than six years.
The specialized inter-district court of the Turkestan region ruled: “A person who commits a socially dangerous act while mentally disordered is exempt from criminal liability. Mandatory treatment and intensive monitoring in a psychiatric hospital shall be applied.”
The accused was sent for compulsory treatment to a psychiatric hospital in the village of Aktosh, Talgar district, Almaty region. The victim’s relatives disagreed with the court ruling and filed an appeal.
This case clearly highlights issues of murder, mental illness, and personal responsibility under the law. Law enforcement agencies demonstrate a high level of accountability in ensuring public safety during such incidents.
