Tragedy of instability: inspector's negligence caused child's death

The tragedy that occurred in the Surkhandarya region shocked the entire public. The life of one child was lost due to a person’s careless attitude toward his official duty.

According to court materials, in October of last year, a woman living in the Denov district was investigated for stealing a phone. A forensic psychiatric examination determined that she suffered from a severe mental illness — schizophrenia. Therefore, on January 20, 2025, the Uzun district court decided to send the woman for compulsory treatment to the Surkhandarya branch of the Republican Specialized Mental Health Center.

However, this decision remained only on paper. The officer serving as the preventive inspector of the Denov district police department did not ensure timely execution of the court’s decision. He failed to take measures to place the woman in the medical institution, and as a result, she remained unsupervised.

That negligence — allowing the woman to remain free — led to a tragic consequence on May 1, 2025. The mentally unstable woman attacked a three-year-old child with a knife. The little boy died from his injuries.

After the tragedy, the woman committed suicide. This incident deeply affected not only local residents but the entire nation. Many expressed the painful thought: “If the decision had been carried out on time, this child would still be alive.”

During the trial, the former inspector admitted his guilt and expressed remorse for his actions. He acknowledged that he had not approached his duty with sufficient responsibility.

The Sariosiyo district court reviewed the case and found him guilty under Article 207, Part 3, Clause “a” of the Criminal Code — “Negligence in duty resulting in the death of a person.”

According to the court’s verdict, the former preventive inspector was sentenced to three years of imprisonment. He was also banned from working in internal affairs bodies for two years and six months.

This case became a painful but important lesson for all civil servants. Every official decision carries a human fate behind it. A task not fulfilled on time can lead to the loss of a child’s life and the tragedy of an entire family.

The public called this case “the highest price of irresponsibility.” Because if every official fails to feel their responsibility, the law remains just a piece of paper, and justice arrives too late.
