Starting from 2026, the state will cover half of the irrigation costs

From January 1, 2026, significant changes will be implemented in the country's agricultural sector. From now on, 50 percent of the costs of electricity consumed by farmers and agricultural entities growing fodder and oilseeds, using pumping units in the irrigation process, will be covered by the state. The mechanism for this was established by Presidential Decree No. PP-322.

The main goal of the resolution is to ensure the country's food security and reduce the financial pressure on farms.

According to the new procedure, entities that use pumping units for irrigation - that is, farms that have irrigation equipment on their balance sheet - will receive half of the payment for consumed electricity from the state budget. This will serve to reduce the cost of irrigation processes, increase yields, and financially stabilize the agricultural sector.

The presidential decree also provides for a mechanism for providing additional financial assistance to agricultural enterprises. They will be provided with preferential loans through commercial banks at a rate of 12 percent per annum for a period of 12 months in the amount of up to 50 percent of the value of the harvest.

These loans will allow farmers to reduce the costs of cultivation and processing during the growing season.

Also, from November 1, 2025 to December 31, 2030, a system for covering interest expenses on loans through JSC "Entrepreneurship Development Company" will be introduced.

In this case, for loans in national currency, the portion exceeding the Central Bank's base rate by 4%, but up to 10%, is reimbursed (not exceeding twice the base rate).

For loans in foreign currency - more than 8 percent, but up to 4 percent will be covered by the state.

These measures are expected to be a great relief for farmers and agricultural enterprises. The fact that half of the costs of the irrigation system are transferred to the state accounts is important not only from an economic, but also from a social point of view.

Thanks to such assistance, many dehkan and farmer farms will expand their activities, increase yields, and ensure the stability of food prices in the domestic market.

Experts emphasize that the implementation of this decision will raise resource conservation in the country's agriculture to a new level. The financial support provided by the state encourages farmers to modernize irrigation technologies, use modern energy-saving pumps, and increase production efficiency.

Thus, Resolution PQ-322 is considered an important step aimed at strengthening food security not only for farmers, but also for the entire country.
