
Reports on social media about an administrative case being initiated against Iqbol Saliyev, a healer from Kokand known among the public as the “owner of bio light,” have sparked widespread discussion. The Fergana Regional Police Department has provided an official statement regarding the situation.
According to the information provided, investigations into I. Saliyev’s activities revealed that he had registered with tax authorities under the category of “Folk Medicine” in August 2020. However, it was found that his certificate issued by the Uzbekistan Folk Medicine Association expired on December 21, 2024. Consequently, his subsequent activities did not comply with legal requirements.
Based on this situation, the Kokand City Police Department prepared the necessary documents and referred the case to the Kokand City Criminal Court. On January 10, 2025, the court ruled that Iqbol Saliyev violated Article 59-5 Part 1 of the Administrative Responsibility Code — “Violation of Legislation on Folk Medicine” — and imposed a fine of 7.5 million soum.
Additionally, his online postings caused discontent and protests among citizens, leading to an official warning issued by law enforcement officers.
Despite this, it was determined that I. Saliyev did not cease his activities and continued posting videos on social media. As a result, on November 27 of this year, the Kokand City Police Department prepared new administrative documents against him under Article 59-5 Part 3 of the Administrative Responsibility Code.
This article addresses violations related to unauthorized individuals diagnosing medical conditions, providing treatment services to citizens, and promoting such services publicly. The prepared documents have been submitted to the court authorities in accordance with established procedures.
A final decision is expected to be made by the court regarding the case. This situation serves as a reminder of the importance of strict compliance with legal requirements for individuals operating in the field of folk medicine.
