Uzbekistan is preparing to introduce new mortgage benefits for medical and pharmaceutical workers who have spent at least 15 years in state healthcare institutions. A draft decision outlining the measure has been published for public discussion, opening the way for long-serving employees in the public health system to receive support when buying a home.
Under the proposal, the government would cover 25 percent of the down payment for housing purchased through a mortgage loan. The benefit is intended for workers currently employed in state medical institutions whose employment record confirms at least 15 years of service. The initiative stems from a presidential decision dated November 9, 2025, which set out the basis for this form of social support.
The Ministry of Health is expected to serve as the authorized body responsible for organizing, implementing and coordinating the process. According to the draft, the entire mechanism will be handled through a special information system, with key procedures automated in order to simplify applications and reduce manual intervention.
Mortgage subsidies will be distributed evenly by quarter each year. Applicants will be able to submit requests through public service centers or by registering on an electronic platform. A single eligibility standard will apply during the acceptance process: the applicant must be working in a state medical institution at the time of applying and must provide proof of at least 15 years of work experience.
Each person will be allowed to submit only one application during a quarter. The acceptance period will close automatically at a set time on the last working day of that quarter. Recipients of the subsidy will then be determined through a random selection process rather than a competitive ranking system.
Within the quota established for each quarter, 125 applicants will be selected as winners. Officials say the selection will be conducted online and broadcast live to ensure transparency. All results will be delivered to participants electronically. Those chosen for support will have six months to submit their mortgage agreement and identity documents in order to finalize the subsidy.
