The new rules are based on five main pillars: maintaining human control, preventing the centralization of power, protecting personal freedom, and ensuring corporate accountability under the law. Strict measures are also envisaged, such as banning the creation of superintelligence until safety is guaranteed, making the ability to shut down systems mandatory, and limiting self-replicating architectures.

This initiative has become even more relevant against the backdrop of the conflict between the Pentagon and the company "Anthropic." It has become clear that the government's sluggishness in the field of AI is threatening national security. Experts emphasize that, like the pharmaceutical market, AI products should not be allowed for use until their safety is confirmed. Testing applications intended for young people has been set as a priority task.
