Uzbekistan to strictly penalize improper water use
A new law aimed at improving land use and strengthening resource protection has come into force in Uzbekistan, upl.uz reported.

According to the Ministry of Justice, the law introduces key reforms in managing land and water resources. One major change targets illegal well drilling for underground water, which is now an administrative offense. The move seeks to stop uncontrolled exploitation of this critical natural resource.

Stricter rules have also been introduced for landowners. If mandatory land payments are not made within six months after official notice from authorities, ownership rights may be revoked. This ensures land is used productively rather than left idle.

The law also tightens controls on land reclassification. For example, irrigated land cannot be converted to non-irrigated or other categories unless specific conditions are met. This measure is designed to preserve the country’s agricultural capacity.

Another key update involves taxing underground water use. If extracted without water meters, the tax rate will be five times the standard. However, this does not apply to individuals using less than 5 cubic meters per day for personal or household needs.

Underground water makes up a large portion of Uzbekistan’s resources and is especially vital in its arid climate. Experts estimate that around 60% of the country’s farmland depends on irrigation systems fed by underground sources.
