In Uzbekistan, the system of coercive measures applied in criminal proceedings has been further improved. The Law (No. ZRU–1081), adopted on August 15, 2025, introduced important additions and amendments to certain legislative acts.
Essence of the new procedure
According to the law, the court may temporarily restrict the right of certain persons to leave Uzbekistan. This measure is applied when detention as a preventive measure has not been chosen, but there are grounds to believe that the suspect, accused, or defendant may leave the country and evade the court without valid reasons.
From now on, the prosecutor, investigator, or inquiry officer must submit a motion to apply this restriction, clearly stating the main grounds for it.
Court procedure and deadlines
The motion is considered in a closed court session no later than 8 hours after it is received by the court. The judge, having studied the materials, issues a ruling to temporarily restrict the right to leave Uzbekistan or to refuse such a restriction.
An appeal or protest against this ruling may be filed within 48 hours.
Effective date
The law enters into force on the day of its official publication. This procedure is expected to reduce the risk of escape in criminal proceedings and increase the efficiency of court processes.
The new mechanism will especially strengthen control over persons who are likely to evade the court during the investigation of a criminal case.
