Prison visitation time and spending limits to be increased

Uzbekistan is expected to introduce new regulations aimed at expanding the rights of persons held in detention. On November 18, the Legislative Chamber of the Oliy Majlis approved the draft law in its first reading.

The project aims to improve conditions in pre-trial detention facilities, bring existing rules closer to international standards, and strengthen a humane approach.

The most important part of the changes is the increase in outdoor time and the financial spending limit. Under the current procedure, detainees could allocate at least one hour per day for walking. If the new norms are adopted, on weekends and public holidays they will be given the opportunity to spend at least two hours walking and engaging in physical exercises.

Financial restrictions will also be revised. At present, detainees can spend up to 50 percent of the minimum monthly wage — up to 635,500 soums — for their personal needs. If the law enters into force, this limit will be increased to 100 percent, that is, up to 1,271,000 soums.

The document also includes a number of additional provisions aimed at improving living conditions in pre-trial detention centers. According to the Ombudsman, these changes will strengthen the principles of humanity and help align national legislation with international practices.
