Alimony payers allowed to travel abroad

An important innovation has been adopted in Uzbekistan for alimony payers — now they can travel abroad for up to three months through an insurance policy. This is not a decision related to the President, but an amendment introduced into the current regulation by a joint decision of the General Prosecutor’s Office, the Ministry of Internal Affairs, and the State Security Service.

According to the new procedure, if a person obligated to pay alimony applies to the state executor with an attached insurance policy, the temporary restriction on their departure abroad is suspended. The policy is issued only by insurers who have the appropriate license, and its validity is automatically verified through the information system of the MIB.

The purpose of the insurance mechanism is to create a guarantee that even if the debtor travels abroad and does not return, alimony payments will be fully covered. The conditions for insuring civil liability regarding alimony payments are determined in the main agreement concluded between the insurer and the MIB.

Before this rule came into force on November 26, temporary removal of the restriction was possible only in two cases:
— when there was a necessity to travel abroad for medical treatment;
— when there was a decision of the President, the Cabinet of Ministers, or the chambers of the Oliy Majlis on including the debtor in the official delegation leaving Uzbekistan.
