Cybercrime is on the rise: it is proposed to strengthen penalties

On March 12, President of Uzbekistan Shavkat Mirziyoyev reviewed a presentation of proposals aimed at increasing the effectiveness of combating cybercrime and organized crime, as well as preventing offenses committed using information technologies. It was noted that the scale of crimes committed in the digital space has been significantly increasing in recent years.
It is reported that over the past six years, the number of complaints about cybercrimes has increased 48 times. Especially last year's statistics show that the risks in this area are increasing. In particular, 82% of fraudulent crimes and 76% of thefts were committed through cyberspace. It was especially noted that as a result of such illegal actions, the total material damage caused to individuals and legal entities exceeded 2 trillion soums.
During the presentation, it was noted that the time has come for specialists and responsible agencies to further strengthen responsibility for such crimes. In particular, it was proposed to tighten penalties for crimes committed in the field of information technology and schemes such as the "financial pyramid," which cause financial damage to many citizens.
Special attention was also paid to increasing the personal responsibility of citizens. According to the proposals, the issue of establishing administrative and criminal liability for persons who allow the use of electronic payment instruments, crypto-wallets, SIM cards, or various electronic accounts registered in their name for committing cybercrimes is being considered. This is aimed at increasing the personal control and responsibility of citizens in the use of digital tools.
In addition, it was proposed to establish administrative liability for cases of non-compliance with information security and cybersecurity requirements by legal entities. Because at a time when digital services are expanding, ensuring data security is becoming an urgent task.
The importance of strengthening security measures in the banking system providing remote financial services was especially emphasized. According to the data, in recent years, 3025 clients have suffered material damage in the amount of 17 billion soums due to technical vulnerabilities in three banking systems.
In this regard, an initiative was put forward to legislatively strengthen the responsibility of commercial banks, payment system operators, and payment organizations for material damage caused by cybercrimes committed as a result of non-compliance with information security and cybersecurity requirements.
According to experts, such measures serve to ensure the financial security of citizens in the context of the rapid development of the digital economy, a sharp reduction in crimes committed via the Internet, and the creation of a reliable digital environment in society.
