Disciplinary action may be applied to four regional governors

Four regional governors—representing Andijan, Tashkent city, Tashkent region, and Syrdarya—may face disciplinary action after their administrations recorded the lowest scores in the 2025 Openness Index. The Anti-Corruption Agency placed these governorates, along with several other state organizations and banks, into the "red" category for failing to ensure transparency. While overall openness has improved across 97 evaluated entities, those in the red zone will now undergo systemic reviews and be required to implement corrective action plans.
In 2025, the lowest results in the Open Data Index were recorded by the administrations of Andijan region and Tashkent city. The administrations of Tashkent region and Syrdarya region were also included in the list. This was reported in the statement of the Anti-Corruption Agency on the analysis of state bodies’ and organizations’ activities in ensuring transparency in 2025, particularly regarding the final results of the Open Data Index.
Among the lowest-performing organizations were the banking sector — “Aloqabank” JSC, “Toshshaharttranskhizmat” JSC, the Supreme Council of Judges, the Agency for Increasing Forest and Green Areas and Combating Desertification, and “Uzbekistan Railways” JSC. These organizations, together with the above-mentioned regional administrations, were included in the “red” category of the index.
Among those placed in the “red” category are Andijan region governor Shuhratbek Abdurahmonov, Tashkent city governor Shavkat Umurzakov, Tashkent region governor Zoir Mirzaev, and Syrdarya region governor Erkinjon Turdimov, who may face disciplinary action.
According to the agency, proposals are planned to impose disciplinary measures on those in the “red” category in accordance with legislation, to study systemic shortcomings in ensuring transparency and eliminate them, and to develop a comprehensive action plan to improve performance in this area.

In total, 97 ministries, agencies, institutions, and local government bodies were evaluated in 2025. The assessment was conducted based on 8 indicators consisting of 84 criteria. As a result, 66 bodies were rated “green”, 22 “yellow”, and 9 “red”.
Notably, compared to last year, the number of “green” rated bodies increased by 34%, “yellow” by 36%, while “red” decreased by 31%.
The highest transparency results were achieved by the Navoi Mining and Metallurgical Combine, “Uzbekhydroenergo”, “Uzavtosanoat” JSC, the Transport Control Inspection, the Almalyk Mining and Metallurgical Combine JSC, the Ministry of Digital Technologies, and the Ministry of Justice.
It is also planned to review information regarding shortcomings of leaders of “red” category organizations and their plans to address them at meetings of the National Anti-Corruption Council, the Cabinet of Ministers, and the Senate of the Oliy Majlis.
