Student stipends below poverty level: Is this unconstitutional?

In Uzbekistan, the fact that student stipends are falling below the poverty line is causing public debate. According to official data, the current minimum consumption expenditure stands at 715,000 soum, while the base stipend is approximately 26 percent lower than this figure.

The Ministry of Higher Education, Science, and Innovation clarified the matter during a press conference. It was noted that the base stipend is around 569,870 soum, with additional bonuses awarded to students with excellent grades. Meanwhile, officials stated that a proposal to increase stipends by more than 30 percent in 2025 has been put forward, though no concrete results have been achieved yet.

Experts approach the issue differently. Economists argue that the stipend should be evaluated as social assistance rather than a simple payment, as the Constitution stipulates that social payments must not be less than the minimum consumption expenditure.

From this perspective, the extent to which current stipend amounts comply with legal requirements remains an open question. It is emphasized that for students studying on a state-funded basis, these funds are insufficient to cover daily living expenses.

Another controversial aspect is the linking of stipends to tuition fees. While officials justify this based on the financial capabilities of higher education institutions, analysts consider this approach illogical. Since students on state grants do not pay tuition, they argue it is incorrect to link stipends to it.

At the same time, it was reported that some universities in the country are facing financial difficulties. Increased competition and a decrease in the number of "super-contract" enrollments are affecting university revenues.

Additionally, within the framework of the 2026 state budget, extra funds are planned to be allocated for increasing stipends, pensions, and social benefits. However, the specific amount by which student stipends will be raised has not yet been disclosed.

According to experts, if stipends are viewed as social assistance, they must be brought up to at least the poverty threshold. Otherwise, this issue is likely to remain a subject of public debate for a long time.
