Ukraine and Europe proposed a 12-point peace plan to Russia

Ukraine and the European Union have developed a new peace plan to end the war with Russia. Sources report that this document consists of 12 main points, most of which are aimed at protecting Kyiv's geopolitical and security interests, Topnews reports.

According to reports, the first clause of the plan is devoted to the geopolitical requirements for the territorial integrity and independence of Ukraine. The next two points relate to military matters, including a complete ceasefire and the exchange of prisoners. The fourth paragraph covers economic cooperation, and the fifth - security guarantees.

This new concept, developed by the European Union and Ukraine, is actually a revised version of the peace plan that Zelenskyy tried to present in Istanbul in 2022. The proposals in the document are as follows:

  • Unconditional cessation of hostilities by Russia;
  • Exchange of Ukrainian and Russian prisoners, return of Ukrainian children taken back by Russia to their homeland;
  • Organization of negotiations between Moscow and Kyiv on Russian-controlled territories;
  • Territorial concessions by Europe and Ukraine or official non-recognition of Russia's territorial claims;
  • Provision of security guarantees to Ukraine by Western countries;
  • Acceleration of Kyiv's accession to the European Union;
  • Allocation of international financial assistance for the restoration of the Ukrainian economy;
  • Gradual lifting of sanctions against Russia, but only if Moscow participates in the Ukrainian reconstruction process;
  • Establish a special "Council of Peace" under the chairmanship of US President Donald Trump, which will oversee the implementation of the plan.

According to experts, this document is a political initiative of Ukraine and the European Union, aimed mainly at increasing pressure on Moscow and presenting the West as a peacemaker. However, the likelihood of Russia adopting this plan is very low - as it is being assessed as a political direction that brings Russia closer to the "surrender" scenario.

According to some diplomatic sources, the final version of the plan is currently being developed, and several changes may be made to it. European officials also emphasized the need to coordinate the theses with the Trump administration in the US.

It is assumed that the plan may be presented by NATO Secretary General Mark Rutte during an official visit to the White House. This initiative is seen as another sign of Western political support for Ukraine.

Russian officials have not yet commented on this proposal. However, sources close to the Kremlin emphasize that this plan is "in fact an attempt to diplomatically consolidate the geopolitical victory of Ukraine and Europe."

Thus, the new 12-point plan is being assessed as another tool of political pressure under the guise of a peace initiative. It is evident that Europe and Ukraine are trying to keep Russia in diplomatic isolation in the international arena through this.
