US officials are openly explaining to Ukrainian leader Volodymyr Zelenskyy the need to adopt an updated halt plan developed by Washington and meeting the conditions expected by the Russian side. Several Reuters sources note that this document is attracting attention because it contains very harsh clauses for Kyiv.
According to sources, the US proposal provides for a phased cessation of the conflict. However, in this scenario, Ukraine will have to withdraw claims to some territories, agree not to use certain types of weapons, and significantly reduce its Armed Forces. These requirements are almost identical to the conditions that Russia has officially mentioned several times.
Washington expects Kyiv to fully accept each clause, the agency's interlocutors say. The FT writes that such a proposal practically means that Ukraine will have to surrender - because it contains harsh conditions, such as doubling the size of the army, completely abandoning certain types of weapons, and surrendering a large part of Donbas.
Earlier, Axios reported that the Trump administration was developing a new formula to end the Russia-Ukraine war. It was even reported that the US held initial consultations with Russian representatives on certain points. The special representative of the Russian president, Kirill Dmitriev, emphasized that "this time we feel that Moscow's position has really been heard."
At the same time, Western publications reported a revival of negotiations on the outcome of the war. Zelenskyy also said on November 18 that Kyiv is preparing to "activate the dialogue." However, the Russian Foreign Ministry reacted cautiously to Washington's steps, stating that the US has not yet appealed through official channels.
Politico sources do not rule out the possibility that a framework agreement on the cessation of hostilities could be reached at the end of November, or even "as early as this week." Therefore, the situation between the two sides may once again transition to a new political stage.
One thing is clear - this process will become one of the most sensitive and serious topics in international politics, the outcome of which will affect the fate of entire regions.
