Fines may be imposed for wearing a burqa in Kazakhstan

A new bill aimed at banning the wearing of burqas and paranjas in public places in Kazakhstan has been adopted in parliament. This law was approved in the second reading on December 3 in the lower chamber of the Majilis. If this document is considered and approved by the Senate, it is expected to be signed by the head of state Kassym-Jomart Tokayev.

According to the law, if a person who wears face-covering clothing in public places receives a warning for the first time and commits it again, a fine of 10 monthly calculation indices, that is, 40 thousand tenge (80 dollars), may be imposed. The main purpose of this law is to prohibit hiding and covering one's face in public places.

It is said that the law should amend the Code of Administrative Offenses. The main purpose of the clothing specified in the document is also aimed at banning mandatory clothing for the implementation of religion and active political goals. In particular, the burqa also belongs to this category.

The issue of banning burqa in Kazakhstan has been discussed for several years. President Kassym-Jomart Tokayev emphasized in March 2024 that the burqa should be banned as mandatory clothing for women by individuals with radical, extremist views. In his opinion, this contradicts the traditional values of Kazakhstan.

In October 2023, Uzbekistan also adopted a law on the imposition of an administrative fine for wearing face-covering clothing.
