Zero Bureaucracy in Public Services: Generating $13 Billion in Benefits

On May 12, President Shavkat Mirziyoyev reviewed a presentation aimed at drastically reducing excessive paperwork and bureaucratic barriers in public services. The head of state's primary goal is to transition to a "service state" model, prioritizing human dignity and modern efficiency.

"Service State" — A Guarantee of Convenience and Transparency

Under the new reforms, a system will be created where no redundant documents are required for public services. The focus is on speed and transparency, simplifying processes for citizens as much as possible.

Revolutionary changes in numbers:

  • "Zero bureaucracy" in 783 services: Most public services will now be provided without any hassle.

  • 550 types of services to be digitized: This will halve the stages of service delivery.

  • Saving time and money: The average service delivery time will be reduced from 13 days to 6 days . As a result, citizens will save 35 billion UZSin transport costs annually, and 851 billion UZS will remain in their pockets due to lower fees.

  • Automation: 10 services will be fully automated without human intervention, and another 10 will be outsourced to the private sector.

A new driver of economic growth

Curbing bureaucracy not only creates convenience for citizens but also brings immense benefits to the national economy. Estimates suggest that reducing administrative burdens will provide:

  1. Annually $1.5 billion in direct efficiency gains.

  2. Attract an additional $800 million in foreign investment.

  3. Increase labor productivity by $750 million per year.

In total, these reforms are expected to enrich the economy by an additional $13 billion between 2026 and 2030.

Artificial Intelligence and "Bureaucracy Radar"

Modern technologies will be used to monitor the system. reestr.gov.uz A unified platform will be launched, and agency performance will be evaluated based on a special "Bureaucracy Radar" . For entrepreneurs, a "Business Calculator" service will be introduced to estimate costs in advance.

As the President emphasized, public service is the practical expression of human dignity. Therefore, every ministry and agency must review its functions and abandon outdated and unnecessary requirements.

It was decided that a legal document containing specific plans for digitalization and simplification for each agency will be adopted soon.
