On August 8 of this year, the Committee on Religious Affairs made an important decision aimed at preventing legal violations in the organization of Umrah trips and identifying individuals operating without a license. According to this, special “Mystery Shopper” mechanisms will now be used to conduct covert monitoring activities.
This measure is primarily intended to protect consumer rights and to shield citizens from the services of deceptive or unlicensed organizations. According to the committee, this mechanism is based on the principles of legality, impartiality, and fairness.
How does the “Mystery Shopper” work?
Within the framework of this initiative, responsible committee employees, presenting themselves as clients, will contact persons or organizations suspected of wrongdoing. They will check the conditions of the service, prices, travel duration, payment methods, and most importantly — the presence of a valid license. If necessary, hidden voice recorders or video recording devices will be used.
Information sources will vary
Such monitoring activities will be based on information collected from various sources, including:

official appeals from citizens or organizations;

analyses and information provided by state bodies;

reports published on the internet, social networks, and in the media;

data on entities assessed as medium or high risk in the “Risk Analysis” electronic system.
How are the results reviewed?
At the end of the inspection, an official report is prepared by the responsible employee. After submission, it is reviewed within five working days. If signs of legal violations are found, the materials will be sent to law enforcement agencies in accordance with the procedure, or additional inspections will be initiated.
According to officials, this measure will ensure that Umrah trips are conducted only through licensed and reliable organizations. In this way, it is expected to make a significant contribution to ensuring the material and spiritual security of citizens.
