In Andijan region, in the Asaka district, a high-profile incident occurred that drew public attention. On the evening of June 8 this year, H.J., born in 2001, together with his associates S.M., born in 2003, and O.M., born in 2002, during a street conflict, beat H.D., born in 2004. As a result of the mutual disagreement, the victim received minor injuries, while citizen R.B., born in 1997, sustained injuries of moderate severity.
When videos of the incident were spread on social media, viewers were shocked: the victims were lying on the ground, exhausted, and were repeatedly beaten and kicked. Most regrettably, the video shows a person in the uniform of an internal affairs officer who took no action against the violence and was simply watching.
Regarding this incident, the regional Department of Internal Affairs issued an official statement. According to them, the crime occurred on June 8 this year, and the indicated persons — H.J., S.M., and O.M. — were charged under part 3 of Article 277 "Hooliganism" of the Criminal Code and were placed in custody on the same day as a preventive measure.
Investigative actions were completed promptly, and on July 8 this year, the indictment was sent to court. The Asaka district court yesterday, August 27, sentenced each of the defendants — H.J., S.M., and O.M. — to a restriction of freedom for 3 years.
At the same time, the regional Department of Internal Affairs did not provide precise information on why the internal affairs officer at the scene merely watched, why he did not resist, and what measures were taken against him. This case caused fear and dissatisfaction among the local population, as well as criticism and questions directed at law enforcement agencies on social media.
This tragic incident once again forced the local community to pay attention to the need to fight violence and ensure a safe environment for children and youth.
