
The press service of the Tashkent regional administration gave an official response regarding the accusations circulating about the governor of Tashkent region. It was reported that in civil society networks, a citizen named O.
Sulaymonov claimed that the regional governor was not paying a debt of 4.5 billion soums to two companies and stated that he is the founder of “MAHALLA YO‘LLARI-XIZMATI-KP” and “QURILISH YULDUZLI JILOSI.”
Investigations revealed that between 2020 and 2025, neither the Tashkent regional administration nor the regional automobile roads department signed any contract with these two companies. It was the Bo‘stonliq district state road administration, an independent legal entity, that actually held contracts with these companies.
This organization has its own official seal and stamp, bank accounts, and financial independence. The settlements with these two contractor companies are as follows: In 2020, “MAHALLA YO‘LLARI-XIZMATI-KP” performed road repair work worth 4.245 billion soums, of which 2.219 billion soums were paid, while the remaining 2.026 billion soums are in the process of court-ordered collection.
The debt for works performed by “QURILISH YULDUZLI JILOSI” in 2020-2021 amounts to 877.2 million soums. As of September 1, 2025, the total debt of the Bo‘stonliq district state road administration to these two companies stands at 3.134 billion soums.
Thus, the information given by O. Sulaymonov about a 4.5 billion soum debt does not correspond to reality.
The administration also stated that Z. Mirzayev, the Tashkent regional governor, was appointed on November 18, 2021, and has no relation to these matters.
This confirms that the governor is not involved in these issues. O.
The claims by Sulaymonov that the regional governor is not paying debts are legally unfounded and slanderous. Moreover, according to the decisions of the court and the Chirchiq interdistrict economic court, the debt matters are not related to the regional governor or his name.
Official documents show that although O. Sulaymonov presented himself as a founder of the companies, this information does not match reality.
The registration documents of the companies list Pulatov R.M. and Pulatova D.A.
as the founders, and O. Sulaymonov does not hold any position in these documents.
Additionally, O. Sulaymonov claimed that false information is being provided concerning cotton, grain, and silk crop yields in the region, as well as that migration data is being manipulated.
The administration requested that concrete evidence be presented for these issues and promised to transparently cover the process. The administration also noted that issues concerning slander and defamation will be reviewed by law enforcement agencies.
