A new stage has begun in Uzbekistan in the further development of digital infrastructure and expansion of communication coverage. The Presidential Decree "On Measures for the Implementation of Satellite Communication Technologies to Increase Communication Coverage in Remote Areas of the Republic" (No. PP-313, October 21, 2025) has been adopted.
The resolution is aimed at introducing modern satellite technologies and modernizing the telecommunications sector in the country, the main goal of which is to provide stable communication services even in areas with low population density, where ground networks do not reach.
The document clearly defines the priority directions for the development of satellite communication systems. In particular, a regulatory framework will be created for the implementation of medium and low-orbital satellite systems. This will allow the implementation of satellite internet services in the country on the basis of a license.
At the same time, in order to support the state policy on expanding communication coverage, a number of benefits will be introduced for a period of five years, starting from January 1, 2026.
Including:
- devices, software products, and spare parts imported for the organization of satellite networks are exempt from customs payments;
- Satellite telecommunications services are exempt from value-added tax;
- services of satellite operators provided through these systems are also exempt from profit tax.
Experts note that this decision will not only improve communication infrastructure, but also create great opportunities in the fields of education, medicine, logistics, and security. Satellite internet is expected to become an important factor in establishing online services in schools and hospitals located in remote areas, ensuring rapid information exchange, and increasing economic activity.
The resolution also defines issues of international experience and cooperation with leading companies in the creation of satellite communication networks, technology transfer, and training of local specialists.
Within the framework of the digital economy development strategy in Uzbekistan, satellite technologies are expected to become one of the main tools for delivering high-speed internet services to all segments of the population in the coming years.
