Courier activities in e-commerce: What will change with the new regulations?

Courier activities in e-commerce: What will change with the new regulations?
A new draft document has been developed in Uzbekistan that will determine the procedure for providing courier services in the field of e-commerce. It is expected that this document will approve clear and understandable mechanisms for implementing delivery services and courier activities.

According to the document, the new procedure will regulate the process of delivering goods to buyers by operators and couriers providing courier services. This process includes orders placed through e-commerce platforms or order aggregators.

How are orders fulfilled?

Orders for the delivery of goods are placed by the buyer or seller through e-commerce systems. Delivery time, price, payment method and other necessary information will be communicated to the buyer at the time of order processing.

Opportunities for self-employed individuals

Self-employed individuals can now also provide courier services in e-commerce. These individuals will have the right to provide delivery services on the basis of civil law contracts with sellers, delivery service operators or directly with buyers.

Individuals who are not self-employed will have the opportunity to work with delivery service operators or sellers on the basis of labor or civil law contracts.

Right to accept payments

Couriers providing delivery services will have the right to accept payments (including in cash) from buyers. In this case, it is necessary to strictly comply with the requirements of the legislation, such as the use of cash registers and the issuance of receipts for payments.

How are the terms of service determined?

The terms and requirements for the provision of courier services are determined by mutual agreement between the participants in e-commerce. However, these terms must not contradict the new procedure and existing legislative norms.

Safety and reliability in delivery come first

Delivery service operators and couriers are required to maintain the integrity and quality of the goods during the delivery process, strictly adhere to the time agreed with the buyer. In addition, the buyer must be able to track the delivery process.

From a security point of view, delivery service operators and business entities must take appropriate measures to ensure the health and safety of buyers and couriers during the delivery process, based on legislative requirements.

Thus, the new procedure opens up wide opportunities for more convenient, safe and efficient implementation of courier services in e-commerce. This is expected to create a healthy competitive environment in the market and give impetus to the further development of the industry.
