
In the Republic of Uzbekistan, responsibility for traffic rule violations will now be enforced in a clearer and more transparent manner. The UzLiDeP faction meeting thoroughly discussed the draft law "On Amendments and Additions to the Code of Administrative Responsibility of the Republic of Uzbekistan."
One of the most important aspects of the draft law is the introduction of a new, clear procedure for identifying those responsible for traffic violations recorded by automated photo and video devices. This will make it easier and more transparent to determine who exactly committed the offense.
Another innovation is that for a first-time traffic violation, if the offense is not severe, an administrative warning may be applied. In other words, a softer and more educational approach will be created for citizens, increasing attention and moral influence. This innovation is aimed at correcting offenders’ attitudes toward the law, strengthening their legal awareness and sense of responsibility.
During the discussion, faction members especially criticized the system in which fines are sent not within the established timeframes but several months later, placing responsibility on people long after the fact. The draft law provides for the elimination of this shortcoming and guarantees that fines will only be sent within the legal period.
It was also noted that the introduction of administrative warnings as a separate type of administrative penalty is a fair and proper approach. This is not only a punishment for an offense but also an important step in developing a culture of lawfulness in society.
At the meeting, it was especially emphasized that the project is of great importance for further improving legislation, protecting citizens’ interests, and strengthening the educational impact of punishments.
