Technological Losses in Electricity: New Regulation and Its Importance

A major decision has been made in the energy sector — the Cabinet of Ministers has approved the procedure for calculating and approving the permitted norms of technological losses in the production, transmission, and distribution of electricity.

Based on this regulation, the procedures for calculating technological losses of electricity, determining their norms, the obligations of authorized bodies, and the methods of control have been established. Additionally, a mechanism for revising the approved norms will be implemented.

Now, power grid owners — that is, operators of power stations, transmission, and distribution systems in designated regions — must independently calculate each technological loss and provide a report. Primary data is reviewed and coordinated by the territorial departments of the inspection under the Cabinet of Ministers. Afterwards, the calculations are submitted to the Ministry of Energy, and finally approved by the Agency for Energy Market Development and Regulation.

Technological losses include technical losses of electricity, energy used for the internal needs of network facilities, as well as losses associated with permitted errors of accounting systems.

Every year, by January 15, facility owners must submit to the Ministry of Energy a detailed annual report containing the following information:

  • Permitted norms of technological consumption and monthly indicators;

  • A detailed description of reasons for deviations between actual and permitted indicators;

  • Recorded incidents (accidents, outages, weather events, and other emergencies);

  • The degree of moral/physical depreciation of electrical grid facilities.

The goal of introducing this regulation is to establish strict control over electricity losses, as well as to increase transparency and accountability in the network. Experts note that this procedure is a crucial step towards improving energy efficiency and reducing technical losses and costs.

This update is highly significant for both organizations working in the energy sector and consumers, as it aims to ensure the efficiency and stability of electric grids. In the coming years, many will feel the real results of improved transparency and efficient management in the sector.
