Kazakhstan's Ministry of Energy officially announced the imposition of a ban on exporting gasoline to Uzbekistan and other neighboring countries. This decision was made to increase fuel reserves in the country and maintain balance in the international market. It was also noted that in 2025, excessive A-92 gasoline was sent to Uzbekistan, which significantly improved fuel reserves in Kazakhstan.
Why was this decision made?
Kazakhstan’s Ministry of Energy explained this decision by mentioning that excessive A-92 gasoline was sent to Uzbekistan in 2025 because there was no storage space for these excess supplies at that time. However, the ministry emphasized that these measures helped significantly increase fuel reserves in the country. For example, A-92 reserves grew by 70%, and diesel reserves increased by 78%.
Ban on export until the end of the year
On May 19, Kazakhstan imposed a ban on the export of gasoline and diesel fuel. These restrictions will remain in place for six months. The reason for this was the repair of oil refining plants and the accumulation of strategic fuel reserves.
New rules and requirements
Starting from January 1, 2025, Kazakhstan will impose a ban on exporting gasoline and diesel fuel outside of the Eurasian Economic Union (EAEU). This decision is aimed not only at improving the capacity of oil refining plants but also at reducing fuel shortages in the country and decreasing re-export operations.
Uzbekistan’s active trading operations
Faced with reduced gasoline supplies from Russia, Uzbekistan has started actively purchasing Kazakhstan's gasoline. Also, the company "Uzbekneftgaz" announced that starting in 2026, it will only produce high-octane A-92 and A-95 gasoline. This may be part of a strategy to stabilize the domestic market and direct external deliveries.
