A new mechanism is being introduced in Uzbekistan to ensure the targeted and legal use of land allocated for construction, as well as to standardize houses and structures built by citizens. A draft resolution prepared by the Cabinet of Ministers outlines specific rules for officially recognizing and legalizing unauthorized constructions.

The document aims to ensure the implementation of the law “On Recognizing Rights to Illegally Occupied Land Plots and Structures Built on Them” and includes several significant innovations.

According to the new procedure, all types of real estate will gradually undergo inventory inspections by working groups. During this process, landowners are not required to submit applications; inspections will be conducted entirely at the state's initiative. Information about identified constructions, including houses and structures built without proper authorization on allocated land, will be entered into the special “E’tirof” information system.

Additionally, properties and structures built with official construction permits will be registered with the state by the Cadastre Agency in accordance with the established procedure. If unauthorized constructions are identified during the inventory process, citizens will be provided with instructions on how to properly legalize their properties.

One of the key points is that information about houses and structures not legalized within three months after the inventory will be forwarded to the relevant authorities. For instance, the Cadastre Agency will provide data to the State Tax Committee, while the Ministry of Construction and Housing-Communal Services will notify the inspection authority. This approach aims to strengthen systematic control and address irregularities related to land use and housing.

The new mechanism is particularly noteworthy as it prioritizes the protection of citizens' interests, guarantees their property rights, and, most importantly, ensures transparency in the construction sector. From now on, every building and structure will be accounted for in a precise registry, significantly reducing the likelihood of future disputes.
