
An important decision was made aimed at raising the social protection system in Uzbekistan to a new level. In accordance with the Presidential Decree "On Measures for the Fundamental Improvement of the System of Providing State Social Support to Socially Vulnerable Groups of the Population," a new procedure will be introduced from February 1, 2026.
According to the decree, the "Unified Register of Social Protection" and the Register of Poor Families, which were maintained separately until now, will be merged to form a single Social Register. This registry is maintained through the "Unified National Social Protection" information system and serves to identify families and individuals requiring state support and assess their socio-economic situation.
According to the new system, families in the Social Register will be divided into three main categories:
- family under state support;
- poor family;
- families at the poverty line.
According to the established procedure, if family members are disabled or have limited working capacity, and the average monthly income per member is less than the minimum consumer spending, such a family is recognized as a "state-supported family."
If family members are able to work or have the opportunity to work, but the average monthly income per person is below the minimum consumer spending, they are classified as a "poor family."
Families whose income ranges from 1 to 1.5 times the minimum consumer spending are classified as "families at the poverty line." These include those previously removed from the list of "state-supported families" or "poor families," as well as families found to be in a difficult life situation based on the recommendation of the "mahalla seven."
In accordance with the Decree, the types of state assistance provided to families included in the Social Register have also been revised. In particular, child benefits and material assistance to families under state support will be paid continuously, regardless of the employment of family members.
Children's allowance or material assistance for families living in poverty will be paid for 6 months depending on the amount of income. If the family's income is equal to 1-1.25 times the minimum consumer spending, assistance is allocated in the amount of 75%, and if it reaches 1.25-1.5 times - in the amount of 50%. Previously, such payments did not apply to this category of families at all.
The new procedure is significant because it is aimed at ensuring social justice, identifying families in need of assistance, and providing them with targeted support.
