The system of internal anti-corruption control will be strengthened

In order to prevent corruption in state bodies and organizations, ensure transparency, and eliminate conflicts of interest, a draft model regulation aimed at further improving the internal anti-corruption control system has been developed. This document is expected to serve to strengthen the principles of cleanliness and justice in public administration.
According to this model regulation, a unified and clear procedure for organizing the activities of internal anti-corruption control units in state bodies and institutions, as well as in business entities with a state share in the authorized capital of 50 percent or more, is established. This allows for the formation of a unified approach in all systems.
The document emphasizes that internal control units will be engaged in the early detection and prevention of corruption, eliminating the causes and conditions that give rise to such cases. These departments will also be responsible for reducing corruption factors in the process of providing public services and forming an uncompromising and firm position towards corruption among employees.
In addition, it is envisaged that internal control structures will carry out regular monitoring of public procurement processes, timely identification of conflicts of interest, and take measures to eliminate them. Assessment of existing corruption risks in the activities of agencies, development of specific measures to reduce them is also defined as one of the important tasks.
The draft Regulation also details the qualification requirements for employees of internal control units, their rights and obligations, as well as the procedures for appointment and dismissal. This plays an important role in improving the quality of personnel and ensuring the effectiveness of the system.
At the same time, it is planned to further increase the effectiveness of internal control mechanisms by introducing a systematic approach based on international standards in the field of combating corruption, including the requirements of ISO 37001. This serves to adapt the national system to international requirements.
The adoption of this regulation is expected to serve to further strengthen openness, transparency, and accountability in the public administration system and significantly increase the effectiveness of the fight against corruption. This will serve as a solid foundation for the formation of a clean and reliable management environment in the future.
