
According to a decree signed by Kyrgyz President Sadyr Japarov, foreigners and stateless persons who have violated migration legislation in the country have been given the opportunity to regularize their legal status by June 10, 2025. This amnesty is a one-time opportunity for illegal migrants and provides for their exemption from administrative liability.
Temporary regulation to be adopted
The decree instructed the Cabinet of Ministers of Kyrgyzstan to develop and approve temporary regulations. This regulation regulates issues such as what documents are required for citizens who have violated the migration procedure and what deadlines for submitting applications.
Who is eligible for the amnesty?
- Those whose visa or residence permit has expired;
- Those who were in the country without legal documents;
- Persons who did not leave Kyrgyzstan within the period established by law;
- Persons who do not have citizenship but are currently in the country can take advantage of this opportunity.
If these persons voluntarily apply to state bodies to legalize their status, administrative liability measures will not be applied to them.
Explanatory work and a large-scale operation
The Ministry of Internal Affairs has launched information and explanatory work to simplify the legalization process. At the same time, it is expected that after June 10, 2025, a large-scale inspection and preventive measures called "Nolegal" will begin throughout the country. Therefore, persons who have violated migration legislation are recommended to formalize their status before the amnesty expires.
According to experts, there are currently about 5 thousand illegal migrants in Kyrgyzstan, and they are mainly persons who came to the country to engage in labor activities.
