Three former judges of the Bishkek City Court and a prosecutor were arrested on suspicion of illegally mitigating the sentence of a person who committed a serious crime several years ago. The Ministry of Internal Affairs of Uzbekistan issued an official statement.
According to the investigation materials, judges Saniya Branchayeva, Zhanil Mambetali, and Kaisin Abakirov, as well as prosecutor Dastan M., participated in the reduction of the sentence of a criminal named Kumarbek Abdirov in 2016. Abdirov was found guilty of attempted murder of a 21-year-old girl and sentenced to 12 years in prison.
However, according to the investigation, these officials, in violation of the requirements of the Criminal Procedure Code, mitigated his sentence on the basis of a corrupt agreement made through the lawyer S.J. As a result, Abdirov was released on the basis of amnesty in 2018.
The consequences of this decision turned into a real tragedy.
In September 2025, Abdirov was arrested on suspicion of raping 17-year-old Oysuluv Mukasheva. This case caused public opposition throughout the country, and President Sadyr Japarov even ordered the abolition of the death penalty.
During the investigation, Abdirov and his relatives described in detail what corruption scheme the judges used to release him. The lawyer was also arrested on suspicion of bribery. The Judicial Council officially issued the necessary permission to initiate criminal proceedings against the judges.
It is noteworthy that these three judges were previously dismissed as a result of anti-corruption investigations.
During interrogations in the Oysuluv case, Abdirov also confessed to raping and killing several women.
This case has become one of the most difficult trials for the Kyrgyz law enforcement system, once again demonstrating the necessity of judicial and legal reforms in the country.
