In Russia, starting January 1, 2026, the process of testing foreign citizens’ knowledge of the Russian language, Russian history, and the country’s legislation will be fully moved to an electronic format. This procedure will apply to everyone planning to obtain a work patent or a residence permit. The country’s Ministry of Education and Science has officially confirmed the transition to computer-based exams. This was reported by podrobno.uzreports.

The main goal of the reform is to reduce the “human factor” in grading, increase transparency, and lower corruption risks. Paper forms and in-person interviews conducted without video recording will be phased out.

Under the new rules, tests will be administered using remote technologies. This will allow supervisory authorities to monitor the exam process in real time at any of the 203 testing centers.

At the same time, confidentiality of tasks will be strengthened: the practice of openly publishing answers, as in previous years, will be отменed. The exam question bank is planned to be updated monthly—making old “cheat sheets” or purchased “answer keys” useless.

The reform will also streamline the list of organizations authorized to administer exams. From now on, this authority will be granted only to state institutions, with strict oversight by Rosobrnadzor. Through centralization, the authorities aim to eliminate intermediaries and “gray schemes” that previously promised to issue certificates without taking the test.
