US President Donald Trump announced the creation of a "Council of Peace" (in some sources referred to as the "Board of Peace") aimed at managing the Gaza Strip reconstruction process. He wrote about this in Truth Social, the board members have not yet been disclosed, and they are expected to be announced soon.
In his statement, Trump presented the structure as an unprecedentedly "influential" and "powerful" project. In reality, this news came against the backdrop of information about the launch of the next - second stage of the US plan to end the war in Gaza.
What is envisaged in the second stage?
According to media reports, the president's special representative, Steve Whitkoff, stated that the following steps after the ceasefire are being discussed in the second stage scenario:
- demilitarization of the territory,
- Establishing a technocratic management model during the transition period,
- Transition to the Gaza reconstruction process.
Previously, there were reports that an agreement on a ceasefire and the exchange of hostages and prisoners had been reached in October of last year as part of the first phase.
The HAMAS issue is the strongest "obstacle" of the plan
The central requirement of the second stage is clear: the disarmament of armed groups and the destruction of military infrastructure in the sector. Warnings were also made that the US side expects Hamas to fully fulfill its obligations, otherwise there will be "serious consequences."
At the same time, there are estimates in the media that Hamas is working to restore the potential lost during the war, including the reconstruction of the damaged tunnel infrastructure. This is said to be forcing Israeli military circles to consider new ground operation options.
What will happen now?
So far, there are three biggest questions:
- What is the composition of the Council, and what are its actual powers?
- How is the demilitarization requirement implemented in practice?
- How are the money, security guarantees, and management "formula" agreed upon for reconstruction?
The conclusion is this: the statement is large, but the details are still in a "spoiler" state. However, if the parties come to a real mechanism, for Gaza, this process could turn into an opportunity to transition from ruins to systemic restoration - the path is difficult, but there is a path.
