Major reform in Kyrgyzstan: 20 districts to be established instead of regions

Kyrgyzstan is launching extensive reforms aimed at fundamentally changing the administrative-territorial system. President Sadyr Japarov informed the public about these plans.

According to the head of state, existing regions and districts will be gradually abolished in the coming years and replaced by 20 new format districts (okrugs). He explained that this would effectively be equivalent to "20 new regions." However, these changes are not planned for immediate implementation but will take place over approximately three to four years.

Currently, the republic has 44 districts and 33 cities, a system that will be completely reviewed in the future. During a meeting with the residents of Novkat district, Japarov spoke in detail about the first stage of these reforms.

According to the President, these changes will not be fully implemented at first. Initially, one district will be established as a pilot project for 2–3 years to test administrative efficiency. This is intended to determine how the new system works and whether it justifies itself economically and administratively.

The main focus will be on the district's ability to move away from state subsidies. If the pilot project yields the expected results, regions and districts across the country will be fully abolished, and territories will be divided into okrugs.

At the same time, Japarov emphasized that reforms implemented in the previous stage have yielded positive results. Specifically, the reduction of village councils from 452 to 231 over the last two years was cited as a practical result of this process.

Observers believe that such drastic changes are aimed at simplifying state administration, reducing costs, and increasing the efficiency of local government. If the plans are fully realized, Kyrgyzstan could demonstrate a new model for administrative reforms in Central Asia.
