The Senate of the Republic of Uzbekistan approved a new law aimed at strengthening responsibility in the field of transportation. This document was adopted to drastically reduce violations of transport safety regulations and ensure the timely and safe delivery of passengers and cargo to their destinations.
According to the law, violation of the rules of work and rest by drivers carrying out traffic on international and intercity routes is determined by a large financial penalty. In particular, a fine of 7 times the base calculation amount (2 million 884 thousand soums in the current account) has been established for such a case. This decision is aimed at preventing traffic accidents caused by driving without sleep.
In addition, administrative responsibility for violation of traffic safety rules, passenger, baggage, and cargo transportation on railway and subway transport has been strengthened. According to official data, if in 2023 the metro transported 172 million passengers, and trains - 9.3 million, then in 2024 these figures amounted to 270 million and 10 million 70 thousand passengers, respectively. It was also noted that more than 8 billion passengers were transported by road.
The indicators in the field of cargo transportation are also quite high. In 2024 alone, rail transport delivered 102.7 million tons of cargo, and road transport - more than 2 billion tons. These indicators further strengthen the need to ensure safety and continuity in the transport system.
According to the current procedure, if safety requirements were violated on the railway, the Transport Supervision Inspectorate was limited to issuing instructions. However, the fact that 130 major incidents were recorded in 2024, resulting in damage to infrastructure and rolling stock in the amount of almost 4 billion soums, as well as 38 road accidents at railway crossings, resulting in the death of 11 people, served as the basis for strengthening the law.
According to the new procedure, officials and employees who violate transport safety rules will be fined 10 times the basic calculated amount (currently 4 million 120 thousand soums).
The senators approved this law and believe that its implementation will strengthen discipline in the transportation sector.
