Measures have been developed to combat inefficient use of land
The Cabinet of Ministers' Resolution "On Additional Measures for the Effective Use of Land Areas of Households and Dehkan Farms" was published.

It approved the procedure for organizing the effective use of household plots and land areas allocated on a lease basis.

According to the regulations approved by the Resolution, control over the cultivation of crops on household plots and land areas allocated on a lease basis is carried out by:
  • at the mahalla level - "mahalla seven" and "mahalla banks";
  • at the district level - working groups headed by district (city) headquarters and deputies of district (city) khokims;
  • At the regional level - by working groups headed by the Chairman of the Council of Ministers of Karakalpakstan and the first deputies of the regional governors for finance, economy and poverty reduction.

In the event that the dehkan farms do not carry out cultivation on leased land plots (except for force majeure cases), district (city) headquarters will take measures to provide secondary leases of land plots. In this case, commercial banks, district (city) poverty reduction and employment departments will:
  • implement model projects on the cultivation of highly profitable and export-oriented agricultural products on a land plot of at least 40 hectares based on the principle of "one contour - one product";
  • help in the implementation of projects by involving leading entrepreneurs in working groups to organize the cultivation of products on leased land plots in the remaining contours.

Based on the conclusion of the “Mahalla Seven”, the following effective measures will be taken against individuals who do not sow crops on their household plots and leased land or who use them inefficiently:
  • Preferential loans will not be provided to household plot owners and peasant farms within the framework of state programs;
  • Privileges provided for citizens included in the Unified Register of Social Protection will be suspended;
  • The land tax rate for the year in which the non-sowing of crops was determined based on data from the “Online Mahalla” electronic platform will be calculated in the amount of three times.
