
At the next plenary session of the Senate of the Oliy Majlis, the law introducing important amendments to several articles of the Administrative Responsibility Code of the Republic of Uzbekistan was unanimously approved by senators.
It is noted that in recent years, cases of refusing to comply with the lawful demands of internal affairs bodies and National Guard officers, who ensure public safety, peace, and order, have sharply increased. This has raised serious concerns among law enforcement agencies and necessitates strict measures.
Statistics also clearly reflect the urgency of the issue. For example, in 2021, there were over 56,000 cases of disobeying police orders. By 2022, this number had increased to nearly 89,000. In 2023, 88,988 such cases were recorded, and in 2024 — 85,278, confirming the seriousness of the problem.
In response, significant amendments were introduced to the Code of Administrative Responsibility. Specifically, penalties for disobeying lawful orders from internal affairs and National Guard officers have been significantly increased.
Previously, such violations carried a fine of only 1 base calculation amount (BCA), but now the fine ranges from 5 to 12 BCAs. This is expected to reduce cases where offenders show no fear of administrative punishment.
Furthermore, repeat offenses committed within one year after a prior administrative penalty will now be punished more strictly. In such cases, the fine will range from 12 to 30 BCAs, or the violator may face administrative arrest for up to 15 days. Previously, repeat offenses were fined at 15 BCAs.
Experts believe these changes will help strengthen respect for law enforcement and ensure the rule of law. Strict enforcement is also expected to increase legal awareness and public discipline.
The law has been approved by the Senate of the Oliy Majlis and has been sent to the President for signature. Once signed, it will soon enter into force. This may significantly reduce instances of disobeying lawful orders of law enforcement officers.
