Recently, the “Juyisoy” neighborhood in the Samarkand district has once again come under the spotlight due to an unusual construction that has sparked wide discussions. A resident of this area, F. Khalilov, demolished part of his house and started building a multi-story hotel in its place. What is noteworthy is that this construction was carried out without the formalization of any urban planning documents, the Ministry of Construction and Housing and Communal Services reported.
According to the ministry, despite the absence of any urban planning permits, the construction work by F. Khalilov continued after several warnings. Official sources note that this building has been nicknamed the “mushroom house” and has also sparked much debate on social networks.
A number of rule violations and technical deficiencies were identified during the construction:

No official decision or permit was obtained from the Samarkand district hokimiyat or the district construction department;

The architectural planning assignment — APZ — is missing;

The engineering-geological and design-estimate documents were not fully and properly processed, nor approved;

The project was not considered by the urban planning council;

The act of transferring the master plan of the hotel complex to the site was not formalized (item 2.4 of SNQ 3.01.01-03 was not fulfilled);

Passports and certificates confirming the quality and compliance of the construction materials with standards were not provided;

According to items 7.8 and 9.9 of SNQ 3.01.01-03, there are no acts for verifying closed works;

Experts also found that the constructed object is seismically dangerous and does not meet the requirements.
Moreover, despite the existence of the above-mentioned deficiencies, the initial urban planning permits authorizing the construction were still not formalized. In these circumstances, the project documentation from “Konstant Project” LLC was also not fully prepared. The private expert organization “Triumph Project” LLC issued a conclusion for the object even though the documents were incomplete and there were no authorizing papers.
Additionally, on May 6, 2022, employees of “Uzogirsanoatloyiha” JSC and the territorial inspection checked the seismic status of the building, and in their official conclusion noted that the object did not meet KMK and SNQ requirements, and that cracks had appeared in some columns, so it was deemed necessary to demolish the building.
The Republican commission also expressed its opinion on this hotel, known on social networks as the “mushroom house.” On July 6, 2022, the Toyloq Interdistrict Civil Court issued a decision obliging F. Khalilov to demolish, at his own expense, the unauthorized and self-initiated 12-story building erected in Juyisoy, and sent the decision for enforcement.
This incident has not left many indifferent. Citizens, experts, and the public are keenly watching the position of official bodies regarding unauthorized constructions. This once again puts the responsibility of the authorities and supervisory bodies in the construction sector on the agenda.
